What Sets a Clinton Septic Installation Apart
Clinton is an incorporated city in Sampson County with a City-owned wastewater plant, the Larkins Water Pollution Control Facility. The City's Land Development Ordinance covers the city limits and its extraterritorial jurisdiction (ETJ). Under it, a lot must connect to a City sewer line before any use needing sewage disposal if the line can be reached with a connecting line of 200 feet or less and the law and the lay of the land allow it.
On the USDA soil survey, the largest map units inside Clinton are Norfolk-Urban land complex and Norfolk loamy sand, then Marvyn loamy sand and Wagram loamy sand. USDA's series descriptions call Norfolk and Marvyn well drained, give Norfolk a seasonal high water table 40 to 72 inches down from January to March, and put Wagram's deeper than 60 inches. The largest wet unit is Bibb and Johnston soils, frequently flooded. Bibb's series description lists it as poorly drained and puts the water table within 8 inches of the surface for 6 to 11 months each year. NC State Extension cautions that a soil survey is no substitute for an onsite evaluation.
Per NC State Extension, wastewater gets its real treatment in the soil beneath the drain field. State rules set a minimum of 12 inches of naturally occurring soil between a trench bottom in natural ground and any limiting condition. If the bottom sits under 18 inches above a soil wetness condition and over six inches of that gap is sand or loamy sand, pressure dispersal is required. Advanced pretreatment can allow smaller separations.
Sampson is not a Coastal Area Management Act county, so no CAMA step applies. In special flood hazard areas FEMA has designated in Clinton, the City's flood ordinance requires on-site systems to be located and built to avoid impairment or contamination during flooding.
How Septic Permits Work for Clinton Lots in Sampson County
Clinton's ordinance has Sampson County Environmental Health certify new private systems of 3,000 gallons or less off City sewer; for a single home, that includes a county Improvement Permit. Inside the City's jurisdiction you also need a City Development Permit before applying for a building permit. Under North Carolina law and the City's rules, these steps apply:
- Application. You or your contractor apply to Sampson County Environmental Health, with details such as bedrooms and occupants.
- Field investigation. A county Environmental Health Specialist evaluates the property, though you may hire a licensed soil scientist for the soil and site evaluation.
- Improvement Permit (IP). It allows the site to be used.
- Construction Authorization (CA). It decides the system type and can be issued with the IP.
- Building permits. Sampson County Building Inspections holds these until the CA is issued. With a private option, you may apply for them once you submit a complete Notice of Intent to Construct.
- Installation. State law requires the installer to be certified for that system's level, with a few exceptions.
- Inspection and Operation Permit (OP). Nothing may be covered or used before the required inspection, by the health department, an Authorized On-Site Wastewater Evaluator you hire or, in limited cases, a Private Compliance Inspector. After a county inspection finds proper installation, the OP authorizes occupancy and use.
Septic System Options and What Determines Yours
On the county route, the Construction Authorization sets your system type. The EPA counts soil type, slope, lot size, household size and closeness to sensitive water bodies among the factors in a design.
We can install whatever type your permit names, including:
- Conventional. A septic tank plus a drain field built as trenches or a bed. NC State Extension says "gently sloping, thick, permeable soils with deep water tables make the best sites" for it.
- Conventional plus lift station. When the tank sits too far from the drain field for water to travel well to the drain lines, we install a lift station, and we may add an uphill lift station to create gravity fall.
- Chamber. Connected chambers form the drain field; the EPA says they suit areas with high groundwater tables.
- Low-pressure pipe (LPP). Small-diameter pipes under low pressure carry effluent to every part of the drain field.
- Drip distribution. Drip lines set 6 to 12 inches into the soil get timed doses from a large dose tank, and electrical power is required.

Coastal Septic Solutions was contracted to fix an issue caused by another company. They were super professional and polite and extremely helpful anytime I needed to call to find out the process and when I would expect or could expect the repairs to take place. The day they arrived everybody was in and out very quickly and took into account that I work from home and managed to keep the noise to a minimum and most of the time I forgot they were even outside my house. Definitely recommend their services.

I contacted Coastal about coming out to take a look at my septic tank lines. I had a issue with roots growing into the lines causing them not to drain properly. When I contacted them they were very understanding and came right out to look at the issues. They corrected the problem and even put out grass seed where they had to dig up the lines!

Our septic tank wasn't draining properly and Jonathan came and assessed the situation quickly that we needed a new drain field. He obtained the necessary permit, all the materials needed were delivered the next day, and he and his crew came the next day. They laid a 55ft drain field, cleaned up the yard and were done by mid afternoon. He and his crew work well together and do a beautiful job!!! They are all very personable and we highly recommend Coastal Septic Solutions for any septic problems. Charles and Marysusan Rice.

Thanks and be safe.
Our Installation Process, From Permits to the Operation Permit
- Permits. On the county route, Sampson County issues the IP and CA after the site evaluation.
- Free estimate. Upload the CA with this page's form, and we base a free estimate on the system it names.
- Clearing. Trees and bushes may have to come out where the system must go.
- System installation. Our crew sets the tank in place and puts in the drain field the CA calls for.
- Inspection. The required inspection happens while the work is still uncovered.
- Cover. At least six inches of settled soil goes over the drain field, then grass holds it against erosion.
- Operation Permit. The county issues it when its inspection finds the system properly installed, and use can begin.
Timing Rules That Can Apply to a Clinton Lot
Requirements that apply to some Clinton lots:
- Sewer. A lot under the City's 200 foot connection rule must connect to City sewer before any use needing sewage disposal.
- Zoning approval. In the city limits and ETJ, zoning approval is required before any building permit is issued.
- Flood areas. Development in a special flood hazard area in the City's jurisdiction, septic included, needs a Floodplain Development Permit first.
- Open applications. A pending IP or CA application waiting on the applicant expires 12 months after the application date.
New Builds, Replacement Systems and Commercial Installs
New construction. State rules generally require at least a 1,000 gallon tank for one home with four bedrooms or fewer, and 1,250 gallons with five.
Replacement. Outside the private options, a failing system cannot be repaired without a health department permit, and most housing sites permitted since the early 1980s must reserve room for a second drain field, the repair area.
Commercial. The application counts the facility's design units and says what each does, so its design daily flow can be set. Under Clinton's ordinance, a state agency, not the county, certifies a private system over 3,000 gallons or one discharging to surface waters.

Keeping a New Septic System Working Well
- Clinton's water supply brochure lists failing septic tanks as a groundwater pollution source and asks residents to inspect and pump tanks as needed.
- The EPA advises a professional inspection at least every three years; household tanks are typically pumped every three to five years, which our septic tank pumping service handles.
- Never drive or park on the drain field.
- Route stormwater, gutter drains and downspouts away from the system.
- Use native grasses or low ground cover over the field, and set new trees far enough off that roots stay out of the system.

Questions Clinton Owners Ask About Septic Installation
What should I check before buying land in Clinton for a home on septic?
Start with the Improvement Permit: NC State Extension says to have one before you purchase land for a new home. In Clinton, also ask whether a City sewer line is near enough to bring the lot under the 200 foot connection rule.
Do I have to use the county for my soil evaluation and permits?
Not for the evaluation itself. North Carolina law also allows an Authorized On-Site Wastewater Evaluator, a licensed, state-certified soil scientist, or the Engineered Option Permit, where a professional engineer takes on the design. Either way, a complete Notice of Intent to Construct still goes to the local health department.
How long does a septic Improvement Permit last?
With a plat it does not expire; with a site plan it lasts five years. In both cases, a changed plat, site plan or intended use can get it revoked. Its Construction Authorization lasts as long.
Can I pave over the drain field or park on it?
Generally no. Under 15A NCAC 18E .0601, neither the initial drain field nor the repair area may sit beneath an impervious surface or where vehicles travel, unless the system is approved under G.S. 130A-343 and the Section .1700 rules.
Do I need approval before adding a room, pool or outbuilding?
NC State Extension says to get county health department authorization first, so the system and repair area stay intact and properly sized. Another route, under state law, is an existing system inspection exemption affidavit, for work that adds no design daily flow or wastewater strength and meets local and state setbacks.
