Local Factors That Shape a Leland Septic Installation
The Town of Leland, incorporated in Brunswick County, handles zoning, building inspection and flood rules, but its Permitting and Inspections Department issues no environmental health permits. Septic permitting runs through Brunswick County Environmental Health, and the Town strongly recommends the county's approval letter, when applicable, before construction. In 2021 the Town and Brunswick Regional Water and Sewer H2GO consolidated utilities, and the Town's subdivision plat certificate names H2GO or Brunswick County Public Utilities for sewer sign-off.
Inside town limits, the USDA soil survey maps four main soils, largest first: Baymeade fine sand, then Murville, Torhunta and Leon. USDA calls Baymeade well drained and Leon poorly drained, while Murville and Torhunta are very poorly drained, with the water table at or near the surface for months a year. NC State Extension warns that one lot can mix suitable and unsuitable soils and that a survey does not replace an onsite evaluation.
NC State Extension explains that the soil under the drain field treats the wastewater. For a trench in natural ground, state rules call for at least 12 inches of natural soil between the trench bottom and any limiting condition. Pressure dispersal is required where a soil wetness condition lies under 18 inches below the trench with more than six inches of sand or loamy sand between. For systems up to 1,500 gallons a day, advanced pretreatment can lower either figure, never below 12 inches to rock or tidal water.
Brunswick is a Coastal Area Management Act county; in Leland the County handles CAMA, whose permit drawings must show the sewage disposal system. Among the CAMA Areas of Environmental Concern that Leland 2045 lists in town are a 75 foot estuarine shoreline along the Brunswick River and 30 foot public trust shorelines along Town, Mallory, Jackeys and Sturgeon Creeks.
How a Leland Lot Gets Its Septic Permit From Brunswick County
On the county route, new systems start with the online Septic Application of Brunswick County Environmental Health in Bolivia (910-253-2150). Assembled from county pages, forms and state law, the steps are:
- Application. Include a plat or site plan with property lines, the house, driveway, water, septic and drain lines and setbacks, and answer the CAMA and wetland questions. If someone else applies, the owner completes the Owner Authorization Form.
- Lot preparation. Within a week of the county receiving it, mark property corners, stake house corners (optional in platted, recorded subdivisions), post the county's red sign, clear a path to the house site and notify the county.
- Site evaluation. Instead of a perc test, a Registered Environmental Health Specialist, or a licensed soil scientist you hire, checks landscape position, soil texture, wetness, depth, hardpans and room for the system and any required repair area.
- Improvement Permit (IP). Unless the site is denied, the county issues the IP, its approval to use the site.
- Construction Authorization (CA). Sometimes issued alongside the IP, it names the system type. Unless a private option is used, electrical, plumbing and other construction permits wait for it.
- Installation. Apart from a few statutory exemptions, North Carolina requires a contractor certified for that level of system.
- Operation Permit (OP). When a county inspection finds the system properly installed, the county issues the OP, allowing occupancy.
Choosing the Right Septic System for a Leland Lot
On the county route, the county's field investigation leads to a Construction Authorization naming the system type. Soil type, slope and lot size are among the EPA's design factors, along with household size and nearby sensitive water.
We can put in any system your permit specifies, such as:
- Conventional. A tank and a trench or bed drain field, best on thick, permeable, gently sloping soil over a deep water table, per NC State Extension.
- Conventional with a lift station. For drain lines too far from the tank for water to travel well; one may be placed uphill for gravity fall.
- Chamber. Per the EPA, connected chambers in series form the field and suit sites with high groundwater tables.
- Low-pressure pipe (LPP). Low pressure spreads wastewater through narrow pipes across the entire field.
- Drip distribution. Timed doses from a large dose tank, placed after the septic tank, feed drip tubing 6 to 12 inches deep.

Coastal Septic Solutions was contracted to fix an issue caused by another company. They were super professional and polite and extremely helpful anytime I needed to call to find out the process and when I would expect or could expect the repairs to take place. The day they arrived everybody was in and out very quickly and took into account that I work from home and managed to keep the noise to a minimum and most of the time I forgot they were even outside my house. Definitely recommend their services.

I contacted Coastal about coming out to take a look at my septic tank lines. I had a issue with roots growing into the lines causing them not to drain properly. When I contacted them they were very understanding and came right out to look at the issues. They corrected the problem and even put out grass seed where they had to dig up the lines!

Our septic tank wasn't draining properly and Jonathan came and assessed the situation quickly that we needed a new drain field. He obtained the necessary permit, all the materials needed were delivered the next day, and he and his crew came the next day. They laid a 55ft drain field, cleaned up the yard and were done by mid afternoon. He and his crew work well together and do a beautiful job!!! They are all very personable and we highly recommend Coastal Septic Solutions for any septic problems. Charles and Marysusan Rice.

From Permit to Working System: How We Install
- County permits. On the county route, the IP and CA come from Brunswick County after the lot is evaluated.
- Free estimate. Email or upload the CA here, and our free estimate covers that exact system.
- Making room. Trees or bushes in the system's path may have to come out.
- Tank, filter and field. The tank goes in with its required effluent filter, then the drain field the CA lays out.
- Inspection before cover. The county, an Authorized On-Site Wastewater Evaluator you hire or, in limited cases, a Private Compliance Inspector inspects it first.
- Final soil cover. Settled cover over the field must be at least six inches, with gutter, downspout and stormwater runoff diverted away.
- Start-up. Use begins with the county's OP, an evaluator's written verification or, under a private option, an Authorization to Operate.
What Can Change the Timing of a Leland Installation
These may also apply:
- Sewer or water letter. If applicable, the application asks for a municipal letter that sewer or water is unavailable.
- Flood and coastal permits. Grading, excavation and fill in a special flood hazard area need a Town Floodplain Development Permit; ask the Floodplain Administrator first whether septic work does. In an Area of Environmental Concern, NC DEQ says, a CAMA permit may be needed.
New Homes, Replacement Systems and Commercial Projects
New construction. Brunswick County sizes septic sites by bedrooms, and for one home state rules generally set the minimum tank at 1,000 gallons for four bedrooms or fewer and 1,250 for five.
Replacement. For a failing system, Brunswick County uses a Septic Repair Application with a Homeowner Interview Form, and, barring a private option, its permit must precede the repair. A house site permitted since the early 1980s most likely has a repair area set aside for a second drain field, possibly of a more sophisticated type.
Commercial. The county application asks a business for employees, hours of operation and type of business, and the Town may require Technical Review Committee approval before building permit applications.

Septic Care After Your Installation
- Clean the effluent filter at the tank outlet periodically, as Brunswick County's guidance says.
- The county also asks for good grass cover on the field and no trees or shrubs, whose roots damage the system.
- Do not drive, pave or build over the tank, the drain field or any reserved repair area.
- The EPA advises inspection at least every three years, and the county says most systems need pumping every 3 to 5 years, which our septic tank pumping service handles.
- Systems with pumps or float switches generally need a yearly inspection.

Leland Septic Installation Questions, Answered
When should a Leland lot buyer get a septic permit?
Get the Improvement Permit before you buy, if the lot will need a septic system; NC State Extension advises this for any lot you intend to build on. In Leland, also ask early whether public sewer can serve it.
Does Brunswick County accept a private soil evaluation?
Yes. Brunswick County accepts one from a private licensed soil scientist. State law also allows the Engineered Option Permit and the Authorized On-Site Wastewater Evaluator option, both using a Notice of Intent to Construct.
How long is a Brunswick County septic permit good for?
An Improvement Permit lasts five years with a site plan and never expires with a surveyor's plat, provided it is shown that site and soil are unaltered, the facility, design flow and wastewater characteristics have not increased, and a system meeting the rules of its issue date can still be installed. A changed plan, plat or intended use can lead to revocation. Its Construction Authorization runs as long, and one issued with the Improvement Permit needs a preconstruction conference with the health department once over five years old.
Can I pour a driveway or patio across the drain field?
Generally not. State rules keep pavement, other impervious surfaces and vehicle traffic off initial and repair drain fields unless approved through a separate state process.
Do I need county approval to add on to my home later?
NC State Extension advises county authorization before an addition, pool or outbuilding; Brunswick County's form for expansions is its Existing System Authorization application. State law also lets an owner submit an existing system inspection exemption affidavit when the work adds no design daily flow or wastewater strength and meets local and state setbacks, and the Town may not withhold the building permit under that statute.
