The Waterway, CFPUA Sewer and Soils: How Porters Neck Differs
Porters Neck is an unincorporated community, a census designated place wholly within New Hanover County, so county zoning, building permits and floodplain rules apply. Ask the Cape Fear Public Utility Authority, or CFPUA, the sewer provider for much of the county, whether its service reaches your lot.
The USDA soil survey maps more of the Porters Neck area as Kenansville fine sand than anything else, then Leon sand, Stallings fine sand, tidal marsh (mainly the Bohicket series), Lakeland sand and Baymeade fine sand. In USDA series descriptions, Kenansville and Baymeade are well drained, Lakeland excessively drained, Stallings somewhat poorly drained, Bohicket very poorly drained and flooded twice daily by sea water, and Leon poorly or very poorly drained.
New Hanover's 2026 Comprehensive Plan lists the Porters Neck area among three places with the county's largest unbroken areas of the highest soil suitability ratings. Even so, NC State Extension cautions that a single lot can contain unsuitable soil beside suitable soil. In natural ground, state rules require 12 inches of naturally occurring soil under a trench, above any limiting condition, and pressure dispersal if, on your lot, a soil wetness condition lies less than 18 inches below the trench and more than six inches of that separation is sand or loamy sand. Advanced pretreatment, in systems of 1,500 gallons a day or less, can shrink some separations, never below 12 inches to tidal water.
The county comes under the Coastal Area Management Act, and its plan describes the Porters Neck area as adjacent to the Intracoastal Waterway. The state classes the Intracoastal Waterway from Old Topsail Creek to Howe Creek, with Topsail Sound and Middle Sound, as SA (market shellfishing) Outstanding Resource Waters. State rules generally set septic systems 100 feet back from SA waters and 50 feet from tidal waters such as marshes.
Septic Permits for Porters Neck: New Hanover County's Steps in Order
Without a private option (see the questions below), applications take the county route through New Hanover County Environmental Health, whose On-Site Water Protection office is at 230 Government Center Drive in Wilmington (910-798-6667). County guidance and state law set the sequence:
- Application. Submit a Septic System Improvement application through the county's COAST portal, attaching a site plan, survey or plat that shows structures, driveways and any surface waters, wells and sewer connections.
- Lot preparation. Stake or flag the property corners and lines; bush-hog dense undergrowth.
- Evaluation. A county Environmental Health Specialist or your own licensed soil scientist evaluates the site and soil, which must meet minimum requirements.
- Improvement Permit (IP). The IP approves the site for use; an unsuitable site gets none unless reclassified, for example after site modifications or with advanced pretreatment.
- Construction Authorization (CA). Granted after a field investigation, sometimes alongside the IP, it fixes which system goes in.
- Installation. Under state law, the installer generally needs contractor certification at the level the system requires.
- Inspection and Operation Permit (OP). Before cover, the county or an Authorized On-Site Wastewater Evaluator working for you inspects the system; the OP follows a county inspection finding proper installation.
Septic Designs and What Decides Between Them
Design factors in EPA guidance include household size, soil type, site slope, lot size and proximity to sensitive water bodies. On the county route, the CA decides.
We install every design below; your permit picks one.
- Conventional. A septic tank feeds a bed or trenches; NC State Extension finds it best suited to gentle slopes with thick, permeable soil and a deep water table.
- Conventional with a lift station. Added where water could not travel well from the tank to a distant drain field.
- Chamber. The drain field consists of connected chambers in a series.
- Low-pressure pipe (LPP). A pump sends effluent across the full field through a network of small-diameter pipes.
- Drip distribution. Drip lines set in the top 6 to 12 inches of soil receive timed doses out of a large dose tank.

Coastal Septic Solutions was contracted to fix an issue caused by another company. They were super professional and polite and extremely helpful anytime I needed to call to find out the process and when I would expect or could expect the repairs to take place. The day they arrived everybody was in and out very quickly and took into account that I work from home and managed to keep the noise to a minimum and most of the time I forgot they were even outside my house. Definitely recommend their services.

I contacted Coastal about coming out to take a look at my septic tank lines. I had a issue with roots growing into the lines causing them not to drain properly. When I contacted them they were very understanding and came right out to look at the issues. They corrected the problem and even put out grass seed where they had to dig up the lines!

Our septic tank wasn't draining properly and Jonathan came and assessed the situation quickly that we needed a new drain field. He obtained the necessary permit, all the materials needed were delivered the next day, and he and his crew came the next day. They laid a 55ft drain field, cleaned up the yard and were done by mid afternoon. He and his crew work well together and do a beautiful job!!! They are all very personable and we highly recommend Coastal Septic Solutions for any septic problems. Charles and Marysusan Rice.

They found our tank, inspected the system, cleaned the system out, and cleaned up the area with ease and speed. I highly recommend these guys for your next service. I was able to learn alot also. Thanks and be safe.
How Our Installations Proceed
- Sewer and permits. Ask CFPUA about sewer, and get the lot evaluated and permitted.
- Free estimate. We estimate the system your CA names once you email or upload it.
- Clearing. Trees and bushes blocking the system area may need removal.
- Tank and field. Both go in where and how the permit shows.
- Inspection. On the county route, the county or your evaluator inspects before backfill.
- Final cover. State rules require six inches or more of settled soil over the field, with runoff diverted away; grass then guards against erosion.
- Start-up. On the county route, use begins with the county's OP or your evaluator's written verification.
Permits and Letters That Can Add Time
Other offices' steps can affect timing:
- CFPUA's availability letter. If you request one for a lot, CFPUA issues it within five business days of the completed form; it is not an approval to connect.
- Flood zones. A Special Flood Hazard Area lot needs a county Floodplain Development Permit covering the septic work, and an Elevation Certificate for the building permit.
- CAMA. The county's CAMA page says a project no more than 75 feet from an estuarine shoreline, or 575 feet from the shore of an Outstanding Resource Water, probably needs a minor permit, decided in 25 days unless extended.
- Building permit holds. Where CFPUA service is part of the project, CFPUA reviews the county building permit application and can hold it.
New Construction, Replacements and Larger Buildings
New construction. Building permits on the county route are issued only after the CA. For a single home, state rules generally set minimum tank capacity by bedrooms, 1,000 gallons through four and 1,250 with five, doubled where a grinder or sewage lift pump is installed before the tank.
Replacement systems. Fixing a failing system requires a health department permit first, unless a private option is used. If the property holds a CFPUA connection deferral, a failure or county-mandated repair voids it, and sewer connection becomes required. Lots permitted for a house since the early 1980s mostly hold a required repair area, and the system there could need a more sophisticated design.
Bigger homes and businesses. Over five bedrooms, or for a business, tank size generally follows design daily flow, not bedroom count.

Caring for the System in the Years After Installation
- New house? Ask the contractor for an as-built drawing; NC State Extension says it may hold details absent from permits.
- EPA guidance: inspect at least every three years, or about yearly with pumps or float switches, and expect pumping every three to five years for a household tank. Our septic tank pumping service covers the pumping.
- Keep vehicles off the tank and drain lines.
- Keep grass over the field and tree roots away from the system.

Porters Neck Septic Installation: Common Questions
Is CFPUA sewer an option for a Porters Neck lot I want to buy?
CFPUA's Development Services can say whether sewer can reach a vacant lot, which its service map leaves out. If septic is the plan, NC State Extension recommends obtaining the Improvement Permit before you buy.
Who besides the county can evaluate my lot and permit the system?
A licensed soil scientist you hire can evaluate the soil and site on the county route. State law also lets you swap the county-issued permits for an engineered option permit or an Authorized On-Site Wastewater Evaluator permit, each with a county-posted form. Under either private option, the owner gives the county health department a Notice of Intent to Construct before work starts.
If I wait to build, will my septic permit still be good?
Under state law, an Improvement Permit with a plat has no expiration date; one with a site plan is valid for five years. Both hold only on a showing that the site and soil are unaltered, that the facility, its design flow and its wastewater characteristics are not increased, and that a system meeting the original rules can still go in. Revocation can follow a change of plat, site plan or intended use. A CA shares its IP's term; one issued with the IP needs a preconstruction conference after five years.
Does a lot near the water change anything?
Yes. Your site plan has to locate any marshes, the mean high water line and CAMA setbacks. Unsure whether your project is major or minor CAMA development? The county suggests contacting its CAMA permit officer.
Will an addition, a pool or a new outbuilding affect my septic system?
NC State Extension advises county health department authorization before you build, confirming the system and its repair area will remain intact and adequately sized. If the project will not raise the existing system's design daily flow or wastewater strength, you can file the existing system inspection exemption affidavit (Appendix H on the county's forms page), affirming local and state setbacks will be met. State law then bars the county from withholding your building permit over the existing system.
