What Shapes a Rocky Point Septic Installation

Rocky Point is not an incorporated town but a Census designated place. Pender County rules add steps before you build: a zoning permit is always required, a house's sketch plan shows where the water and septic services go or confirms a hookup to public service, and County Inspections and Permitting will not process a building permit until the Environmental Health water and sewer paperwork is in.

Pender County's Rocky Point Sewer Collection System provides non-residential service along parts of US 117, NC 210 and NC 133; if you build new near it, ask Pender County Utilities about its connection rule. The County warns that living near the Northeast Cape Fear River raises flood risk; in a flood hazard area, its rules require a septic system sited and built to avoid impairment or contamination during flooding.

By USDA soil survey data, the largest map units inside Rocky Point's Census boundary are, in order, Woodington fine sandy loam, Torhunta mucky fine sandy loam, Foreston loamy fine sand, Goldsboro fine sandy loam and Grifton loamy fine sand. USDA's series descriptions call Woodington poorly drained, with a seasonal high water table within 10 inches of the surface in periods of high rainfall, Torhunta very poorly drained, Grifton poorly drained, and Foreston and Goldsboro moderately well drained. NC State Extension cautions that soils fit and unfit for septic can share a single lot.

Statewide rules set the soil buffer under a trench in natural ground: 12 inches of naturally occurring soil above any limiting condition, and 18 inches from a soil wetness condition when more than six inches of the separation is sand or loamy sand, with a pressure dispersal system required below 18 inches. Advanced pretreatment can reduce both. Pender is a CAMA county: if your project is in an Area of Environmental Concern, you may need a CAMA permit.

Getting a Rocky Point Septic Permit Through Pender County

On the county route, the Pender County Health Department issues septic permits for a Rocky Point lot through its Environmental Health Division, with forms on the Environmental Health page. The county's application and state law set this order:

  1. Application. Your plat or site plan must mark the driveway, structures, wells, surface waters, property lines, easements and any CAMA lines. County Building Inspections pre-approves CA site plans.
  2. Staking and call-in. Mark lines and corners, stake the house, decks and driveway, clear undergrowth, then call the office; per the county's application, unstaked property is not evaluated.
  3. Soil and site evaluation. County Environmental Health staff test the soil, or a licensed soil scientist you hire does the evaluation.
  4. Improvement Permit (IP). It approves the site for a system.
  5. Construction Authorization (CA). It sets the system type, may come with the IP, and on this route precedes any building permit.
  6. Installation. Pender County's application says the installer must hold a valid NC septic contractor certification.
  7. Inspection and Operation Permit (OP). Before anything is covered, county staff, or under state law an Authorized On-Site Wastewater Evaluator you hire (in limited cases, a Private Compliance Inspector), inspects it; a county inspection finding it properly installed leads to the OP, for use and occupancy.

Kinds of Septic Systems and How Yours Gets Picked

Your CA, which the county issues after a field investigation, decides the system type on the county route. NC State Extension says thick, permeable soils with deep water tables suit a conventional system best, while other sites may need LPP or drip distribution.

Whatever type your permit names, we can install it. Among them:

  • Conventional. A septic tank feeding a trench or bed drain field.
  • Conventional with a lift station. For a tank too far from the drain field for water to reach the drain lines effectively.
  • Chamber. Linked chambers make a drain field the EPA calls well suited to high groundwater tables.
  • Low-pressure pipe (LPP). Effluent is pushed across the entire field through narrow pipes under a three to six foot pressure head.
  • Drip distribution. A large dose tank after the septic tank sends timed doses to lines 6 to 12 inches deep.

Coastal Septic Solutions was contracted to fix an issue caused by another company. They were super professional and polite and extremely helpful anytime I needed to call to find out the process and when I would expect or could expect the repairs to take place. The day they arrived everybody was in and out very quickly and took into account that I work from home and managed to keep the noise to a minimum and most of the time I forgot they were even outside my house. Definitely recommend their services.

I contacted Coastal about coming out to take a look at my septic tank lines. I had a issue with roots growing into the lines causing them not to drain properly. When I contacted them they were very understanding and came right out to look at the issues. They corrected the problem and even put out grass seed where they had to dig up the lines!

Our septic tank wasn't draining properly and Jonathan came and assessed the situation quickly that we needed a new drain field. He obtained the necessary permit, all the materials needed were delivered the next day, and he and his crew came the next day. They laid a 55ft drain field, cleaned up the yard and were done by mid afternoon. He and his crew work well together and do a beautiful job!!! They are all very personable and we highly recommend Coastal Septic Solutions for any septic problems. Charles and Marysusan Rice.

The Order of Work on a Rocky Point Installation

    1. Permits. If the lot qualifies, Pender County issues the IP and CA on the county route.
    2. Estimate. Our free estimate starts from your CA, emailed or attached in this page's form.
    3. Site prep. Any trees or bushes that block the system area may need to come out.
    4. Tank and drain field. We build both to the design your CA sets.
    5. Inspection. The work is inspected while still open.
    6. Cover. Six or more inches of settled soil covers the field, runoff is diverted, and grass holds the soil.
    7. Start-up. The system goes into service with the county's OP or a hired evaluator's written verification.

What Can Hold Up a Rocky Point Septic Project

Any of these can stall the work:

    • Paperwork. The county cannot process an incomplete application and warns of lengthy delays.
    • The lot. Missing stakes can hold up the evaluation, and growth too thick to walk through must be bush-hogged or thinned.
    • Records. Before the CA, the county needs recorded parcels, easements and declarations, plus a floor plan.
    • Flood and coastal permits. In a Special Flood Hazard Area, grading, excavation and other development wait for the County's Floodplain Development Permit; a needed CAMA permit precedes the flood and building permit applications.
    • Idle files. An application awaiting your action expires 12 months after filing.

New Homes, Failing Systems and Business Properties

New construction. A new house will likely need a new system. State rules generally require at least 1,000 gallons of tank for a home with four or fewer bedrooms and 1,250 with five, twice that if a grinder or sewage lift pump sits ahead of the tank.

Replacement. A failing system needs a permit before repair, through Pender County's repair application or a private option covered below. Most home sites permitted since the early 1980s have a legally required repair area, and the system built there may need to be more sophisticated.

Commercial. The application asks a business for its type, employees and square footage; floor plans may be needed to determine daily design flow.

Habits That Protect a New Septic System

    • Keep your permits with an as-built diagram, which NC State Extension says may show details the permit does not.
    • Per the EPA, have it inspected at least every three years and expect household pumping every three to five years; our septic tank pumping team handles pumping.
    • Pumps or float switches? Inspections generally come yearly.
    • Keep cars and buildings off the drain field.
    • Steer roof drains, sump pumps and other rainwater away from it.
    • Cover the field with native grasses or ground covers, and give trees enough distance to keep roots out.

Septic Installation FAQs for Rocky Point Lots

Before I buy a Rocky Point lot, how do I know it can take a septic system?

If you plan to build on a lot that will need septic, NC State Extension says to get an Improvement Permit before you buy, because many soils are unsuitable; a soil and site evaluation decides whether it is issued or denied.

Is Pender County the only route to a septic permit?

No. State law allows two private routes: an Engineered Option Permit, resting on a licensed professional engineer's signed and sealed plans, or the Authorized On-Site Wastewater Evaluator option. Before work begins on either, the local health department must receive a Notice of Intent to Construct.

When does a septic permit run out?

State law sets no expiration for an Improvement Permit issued on a plat, and five years for one issued on a site plan; either can be revoked if the plan, plat or intended use changes. A Construction Authorization runs with its Improvement Permit, but Pender County's form lists a five year maximum, so ask Environmental Health about an older one.

What can ruin a permitted drain field site?

Grading or digging. The county application cautions that this work can damage a possible septic area beyond use, and after permitting, damaged soil there will likely get your permit revoked; temporary fencing is sometimes needed.

Before adding a bedroom or a pool, who signs off on the septic side?

Pender County's health department. NC State Extension advises getting its authorization first, to confirm the system and repair area will stay intact and be correctly sized for the project. G.S. 160D-1110 covers work that adds no design daily flow or wastewater strength: under that section, the building permit cannot be withheld from an owner who files an existing system inspection exemption affidavit affirming local and state setbacks will be met.
